The MEAL Officer – Gaza is responsible for the implementation and follow-up of Monitoring, Evaluation, Accountability, and Learning activities for HEKS/EPER projects in Gaza. 
The role has a particular focus on project-level monitoring, field verification, partner coordination, accountability to affected populations, and timely provision of reliable field evidence to support programme quality, reporting, and adaptive management. The position ensures that Gaza project teams and partners generate credible data, use feedback effectively, and flag implementation issues early.

Your main responsibilities:

Project Monitoring & Field Follow-up 

  • Coordinate and support the implementation of routine monitoring activities for Gaza-based projects, in close coordination with programme teams and implementing partners. 
  • Support the preparation and contextual adaptation of monitoring tools, checklists, questionnaires, and fieldwork plans in line with project requirements and MEAL standards. 
  • Conduct or coordinate field visits, spot checks, output verification, post-distribution monitoring, beneficiary follow-up, and partner follow-up related to project implementation in Gaza. 
  • Track progress against project indicators, output targets, and implementation milestones, and flag delays, inconsistencies, or quality concerns in a timely manner. 
  • Support baseline, endline, rapid assessments, needs assessments, and other project-level data collection exercises as required. 
  • Document monitoring findings in a clear, timely, and practical manner for follow-up by programme and MEAL colleagues. 

Data Collection, Quality Control & Verification 

  • Ensure timely and accurate collection, entry, cleaning, validation, and organization of project monitoring data related to Gaza-based interventions. 
  • Conduct regular data quality checks to ensure completeness, consistency, and reliability of data received from field teams and partner organizations. 
  • Verify beneficiary lists, distribution data, activity records, attendance sheets, and supporting documentation as required. 
  • Support the maintenance of project monitoring databases, trackers, and digital records related to Gaza projects. 
  • Identify data gaps, discrepancies, duplication risks, or weak documentation and follow up with relevant teams and partners to correct them. 
  • Ensure MEAL records and supporting documents are properly stored and handled in line with data protection, confidentiality, and internal procedures. 

Accountability & Community Feedback 

  • Support the implementation of Feedback, Complaints and Response Mechanism (FCRM) activities for Gaza projects at field level, in line with approved procedures and referral pathways. 
  • Help ensure that affected communities are informed, in accessible and appropriate ways, about available feedback and complaints channels, their rights, and how concerns can be raised safely. 
  • Receive, document, and channel feedback and complaints related to Gaza projects in a timely, confidential, and systematic manner. 
  • Coordinate with programme teams, partners, and the MEAL Officer (Jerusalem) to ensure follow-up and closure of cases within agreed timelines. 
  • Escalate sensitive complaints, safeguarding concerns, fraud allegations, and protection-related matters in line with internal procedures. 
  • Track recurring complaints, operational bottlenecks, and community concerns, and contribute to practical recommendations to improve programme quality and accountability. 

Partner Support & Project-Level MEAL Strengthening 

  • Provide day-to-day support to implementing partner organizations on project-level MEAL processes, tools, documentation standards, and reporting requirements for Gaza projects. 
  • Support partners in applying agreed monitoring tools, indicator definitions, verification methods, and accountability procedures consistently. 
  • Follow up with partners to improve the quality, timeliness, and completeness of MEAL-related submissions and documentation. 
  • Contribute to strengthening partner understanding of data quality, evidence use, beneficiary accountability, and learning from implementation. 
  • Support orientation or refresher sessions for partners and field teams on MEAL tools and accountability requirements when needed. 

Reporting, Learning & Adaptive Follow-up 

  • Consolidate project-level MEAL findings from Gaza into regular updates for the MEAL Officer, Program Managers, and MEAL Consultant. 
  • Provide timely MEAL inputs for internal reporting, donor reporting, factsheets, presentations, and programme reviews related to Gaza interventions. 
  • Highlight implementation risks, emerging trends, gaps in coverage, beneficiary concerns, and lessons learned from monitoring and feedback. 
  • Contribute practical field evidence to support project adjustments, management decisions, proposal development, and programme learning. 
  • Participate in reflection sessions, debriefs, and learning discussions to ensure Gaza field realities are captured and used in decision-making. 
  • The employee may be asked to perform duties and tasks not covered in this job description within the remit of their expertise as well as to provide support to other areas when necessary. 

To be successful you bring:

  • Bachelor’s degree in social sciences, statistics, development studies, economics, public health, information management, or related fields. 
  • Minimum 4–6 years of relevant professional experience in NGOs, preferably in MEAL, monitoring, accountability, data collection, field coordination, or project support roles within humanitarian and/or recovery contexts. 
  • Demonstrated experience in implementing project-level MEAL activities, including routine monitoring, post-distribution monitoring (PDM), needs assessments, baseline and endline exercises, and field verification. 
  • Experience in coordinating with local partner organizations, community focal points, and field teams in complex and high-risk environments. 
  • Practical experience in beneficiary feedback and complaints mechanisms, community engagement, and accountability approaches. 
  • Experience in Cash and Voucher Assistance (CVA), emergency response, shelter, WASH, food security, or similar humanitarian programming is a strong asset. 
  • Experience in data entry, cleaning, validation, and use of Excel, Kobo, ODK, or similar digital data collection tools is required. 
  • Strong field coordination and follow-up skills, with the ability to work under pressure and manage multiple tasks in a volatile context. 
  • Strong attention to detail and commitment to data quality, accuracy, and confidentiality. 
  • Ability to support quantitative and qualitative data collection and organize findings in a clear and practical way. 
  • Good analytical skills, with the ability to identify operational issues, trends, and gaps from monitoring data and feedback. 
  • Strong interpersonal and communication skills, with the ability to work constructively with partners, communities, and programme staff. 
  • Ability to handle sensitive complaints and protection-related information with discretion and in line with referral protocols. 
  • Strong computer skills, especially Microsoft Excel, Word, and digital data collection tools. 
  • Commitment to accountability to affected populations and to safe, respectful engagement with communities. 
  • Arabic: fluent 
  • English: good working proficiency
