The MEAL Officer is responsible for the implementation and coordination of Monitoring, Evaluation, Accountability, and Learning (MEAL) activities across HEKS/EPER projects among the HEKS/EPER portfolio and managing the Feedback, Complaints and Response Mechanism. 

The role has a particular focus on data management, partner-level MEAL support, and the effective functioning of the FCRM. The MEAL Officer contributes to ensuring high-quality data collection, accountability to affected populations, and evidence-based programming. 

Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer Jerusalem (Part time 60%, National Position)

Your main responsibilities:

Monitoring, Evaluation & Assessments  

  • Coordinate and support the design and implementation of needs assessments, baseline, endline, post-distribution monitoring (PDM), and other monitoring activities, under the guidance of the MEAL Consultant. 
  • Lead or co-lead the preparation of data collection tools, questionnaires, sampling approaches, and fieldwork plans. 
  • Coordinate field-level data collection activities in collaboration with programme teams and implementing partner organizations. 
  • Ensure timely data entry, cleaning, validation, and organization to maintain accuracy, completeness, and consistency. 
  • Conduct regular data quality checks and support corrective actions where gaps are identified. 
  • Support and contribute to data analysis, learning exercises, and evaluation processes, including participation in reflection and learning events. 

Data Management & Reporting Support 

  • Ensure the day-to-day functionality and maintenance of MEAL databases, project tracking tools, and online or web-based reporting systems. 
  • Consolidate monitoring and output data for internal updates, dashboards, and external donor reporting in coordination with Program Managers. 
  • Provide MEAL inputs to support internal and external communication materials, factsheets, and reporting products. 
  • Lead desk reviews, evaluations, and internal data analysis to inform proposal development, concept notes, and programmatic decision-making. 
  • Ensure MEAL data is well-documented, accessible, and stored in line with internal data protection and confidentiality standards. 

Feedback, Complaints and Response Mechanism (FCRM) Coordination 

  • Ensure the effective day-to-day functioning of the Feedback, Complaints and Response Mechanism (FCRM) across HA and DEVCO projects, in line with approved FCRM policies and procedures. 
  • Maintain clear, accessible, and culturally appropriate communication channels with project participants and affected communities regarding feedback and complaints. 
  • Receive, log, track, and categorize feedback and complaints in a confidential, systematic, and timely manner using existing digital platforms. 
  • Coordinate follow-up with relevant program teams and partner organizations to ensure timelyappropriate, and documented responses. 
  • Escalate sensitive, protection-related, or safeguarding cases in accordance with established procedures and referral pathways. 
  • Provide practical guidance and support to partner organizations on FCRM implementation, documentation, and referral mechanisms, under the supervision of the MEAL Consultant. 
  • Monitor, analyze, and summarize feedback and complaints data to identify trends, recurring issues, and systemic challenges. 
  • Prepare periodic FCRM summaries and analysis for review by the MEAL Consultant and MEAL Officer, highlighting key findings, response status, and recommended actions. 

Accountability & Beneficiary Support  

  • Coordinate and support the resolution of MEAL- and accountability-related issues raised by beneficiaries of Cash and Voucher Assistance (CVA) and other HA programs, in close coordination with program teams. 
  • Support awareness-raising activities on feedback mechanisms, rights, and accountability commitments among beneficiaries and partners. 
  • Contribute to strengthening accountability practices through systematic follow-up, documentation, and learning from feedback and complaints. 
  • Support continuous improvement of accountability approaches by integrating lessons learned into program implementation. 

To be successful you bring:

Education 

  • Bachelor’s degree isocial sciences, statistics, development studies, or related fields. 

Experience 

  • 6–7 years of relevant professional experience in NGOs, preferably in MEAL, monitoring, accountability, data management, or project support roles within humanitarian and/or development contexts. 
  • Demonstrated experience in coordinating and supporting data collection methods, including surveys, needs assessments, baseline and endline studies, and routine monitoring processes. 
  • Practical experience working with accountability mechanisms and beneficiary feedback systems; familiarity with FCRM approaches is a strong asset. 
  • Previous experience in emergency response or humanitarian settings is considered an advantage. 
  • Experience working with local partner organizations and field teams is an asset. 

Skills & Competencies 

  • Strong attention to detail and demonstrate commitment to data quality and accuracy. 
  • Ability to manage, clean, and support analysis of data, using Excel or similar tools. 
  • Strong organizational and follow-up skills, with the ability to prioritize tasks and manage time efficiently. 
  • Excellent IT and computer skills, particularly Microsoft Office. 
  • Preferred - basic or more advanced data management to support and create digital monitoring and accountability tools. 
  • Ability to handle sensitive information with discretion and professionalism. 
  • Strong analytical, communication, and interpersonal skills, with the ability to collaborate effectively with multiple stakeholders. 
  • Strong teamwork skills and willingness to learn and work within a structured MEAL system. 

Languages 

  • Arabic: fluent
  • English: fluent,
  • Hebrew: an asset.
