HEKS/EPER has over 1500 permanent employees. The organisation is active at 24 locations in Switzerland and in 35 countries worldwide with 290 programs and projects worth around CHF 144 million. In 2024, HEKS/EPER reached around 16 million people with its work.

TheHead ofProgram contributes actively to supporting theCountry Director HA Ukraine in the management and monitoring ofallhumanitarian/recovery projects, to ensuring the quality and accountability of interventions, to analyzing changes in the context, to preparing exploratory missions and to participating, where appropriate, in the representation of HEKS/EPER in humanitarian bodies.

Your main responsibilities:

Program Management

  • Ensure the implementation of quality activities in line with HEKS/EPER and donor requirements
  • Design (or propose adjustments to) projects and activities according to the identified needs and contextual developments
  • Support field coordinators and project managers in all aspects of project management, ensuring knowledge of and adherence to applicable operational systems, donor requirements and country programme strategy.
  • Responsible for an effective implementation of HEKS/EPER projects in Ukraine, including timely implementation and quality of planned projects.
  • On a regular basis, carry-out joint inspectionand spot-checks with project coordinators/managers, both on systems and on-going work, to ensure the intervention’s compliance with national standards as well as Sectors and Working Groups’ recommendations.
  • Within the countrysenior management team, actively participate in the development of HEKS/EPER's strategy and program objectives inUkraine
  • Supportteh grant coordiantor inthe evaluation of partnership opportunities (institutional partners, local NGOs, etc.), ensuring that they are compatible with HEKS/EPER's objectives. ), ensuring that they can meet HEKS/EPER's strategic and compliance requirements
  • In collaboration with the Grant & MEALcoordinators, ensure the implementation of robust monitoring and evaluation systems, quality data collection and analysis, their compliance and their use as a decision-making tool
  • Propose reorientations of activities according to developments in the field of humanitarian projects,in collaboration with the Grant & MEAL manager.
  • Anticipate difficulties linked to the conduct of activities and facilitate the resolution of problems linked to emergency projects
  • Propose reorientations of activities according to changes in the context and indicators
  • Contribute actively to new strategic developments and regular strategic reviews
  • Ensure that internal and donor feedback and recommendations are taken into account in the development of future programs and integrated into HEKS/EPER's accountability and learning process.

Financial Management

  • Be responsible for the programme budget; follow-up on the financial aspects of thedifferentprojects (FFU), analyze, forecast and propose solutions of reallocation if needed.
  • In collaboration with the Administration, Finance and Logistic teams ensure the full internal and external compliance of the program related activities

Staff Management

  • Manage the full program team (Implementation, MEAL) including recruitment and career development.
  • Substitute the country Director for the full Ukraine mission team management when needed and support the Security Coordinator in managing security incidents, as required.
  • Facilitate regularprogramme coordinationmeetings and, through a consultative leadership style and a transparent, honest and supportive communication structure, develop an effective team with reflecting HEKS/EPER values
  • Participate in the recruitment and assessment of relevant staff
  • In coordination with program teams and human resources, assess staff capacity-building needs and propose subsequent training plans.

Representation, external coordination, reporting and development

  • Ensure the HEKS/EPER representation and contribution to the relevantnationalclusters / sectors.
  • Maintain and develop good working relationships and good visibility of the association with other humanitarian actors (UN agencies, NGOs), civil authorities.
  • Participate in regular internal and external coordination meetings (Clusters, Working Groups, donor representatives, etc.).
  • Regular field visits to check on project progress. Participate in field visits by donors and partners.
  • Ensure maximum quality standards for internal and external reporting.
  • Support the Country Director in fundraising representation as well as donors’ relationship for program related aspects.

Proposal development

  • Support actively the Grant coordinator in developingqualitative project proposals.

To be successful you bring:

  • University degree in a relevant subject such as Management/Development Studies/Business Administration or in a relevant technical subject
  • Minimum 5 years of experience in a senior leadership or similar position (NGOs/ UN Agency)  
  • Excellent working knowledge of the English (spoken and written) Russian and/or Ukrainian will be an asset
  • Good knowledge of the MS office software (including Word, Excel, Outlook
  • Advanced team leadership and management skills 
  • Excellent communication, representation and networking   
  • Flexibility to take on need-based tasks
  • Experience in preparing proposals and donor reports as well as financial management skills 
  • Working attitude characterized by initiative, integrity, effectiveness, cooperation, participation, and respect  
  • Excellent communication skills; coaching and training skills  
  • Able to oversee multiple tasks, prioritizing and delegating, and to build trust and enforce procedures
  • Ability to work under stress in general, and in emergency situations in particular
