Under the supervision of the Head of the Humanitarian Delegation, the Finance Coordinator is responsible for the accounting and financial management of the delegation, in accordance with donor requirements, HEKS/EPER procedures and local legislation. He/she provides training, support and assistance to finance and HR managers/officers in the field. He/she produces high-quality, timely financial frameworks and analyses for other departments and contributes to proposals and reports for financial parties. He/she is able to take independent decisions and actions in his/her area of activity.

Your main responsibilities:

Management of programme financial resources:

  • Ensure the dissemination, compliance with and monitoring of HEKS/EPER financial procedures.
  • Participate in budget proposals.
  • Prepare and participate in the overall financial monitoring of programmes (reporting).
  • Ensure the effective flow of information to field teams, the capital and headquarters, and advise other departments on their financial and budgetary monitoring.
  • Ensure compliance with the expenditure commitment procedure and set up an internal control system to combat fraud and corruption.
  • Supervise the accounting allocation of operations, ensure the correct allocation of expenditure and carry out the monthly accounting closure after performing all necessary checks. He/she then sends the monthly accounts to headquarters in electronic format within 8 days of the end of the month. Ensure high-quality cash management between coordination and bases, in accordance with security considerations and programme needs.
  • Ensure financial coordination at the mission level through regular visits to bases, audits, monitoring, training, etc. Ensure that each budget holder has received adequate training to manage their budget and correctly code their expenses.
  • Ensure constant support and communication with financial teams and programme managers.
  • Ensure the availability and security of cash based on security constraints and programme needs.
  • Provide regular analysis of available banking systems, verify their solvency and reliability, and update authorised signatories.
  • Ensure compliance with financial rules in the management of the programme's main partnerships.
  • Responsible for financial audits on the mission and supervises the transmission to headquarters of the documents and information necessary for headquarters audits, external audits, and internal control and fraud prevention measures.
Ensure compliance with the financial rules of financial partners (institutional donors):
  • Produce rigorous monthly budget follow-ups and forecasts on the execution and monitoring of numerous programme budgets and provide monthly reports.
  • Produce cost analyses and issue budget alerts if necessary.
  • Develop and update financial management tools to ensure the financial balance of the mission on a monthly basis and communicate this to other departments.
  • Produce accurate and timely financial information to supplement proposals and financial reports.
  • Produce financial reports and budgets in HEKS/EPER internal format and donor format.

Ensure compliance with the administrative and legal framework of HEKS/EPER and the context:
  • Ensure the correct archiving of the organisation's documents.
  • Ensure compliance with FFAG
  • Ensure compliance with legal obligations in relation to taxation (VAT, income tax, expatriation or customs fees).
  • In collaboration with the Admin/HR Coordinator, monitor partnership contracts and ensure that they comply with internal rules and donor obligations.
  • Ensure that the country file is updated as necessary.

To be successful you bring:

Education and experience:

  • Professional or university degree in accounting, business administration, economics or auditing.
  • At least 3 years' experience in a similar position.
  • Experience required in a humanitarian context (preferably in emergencies) with the ability to work under pressure and in a tense security environment. 
Additional specialist knowledge required:
  • Advanced IT skills (hardware and software, Microsoft Office, working in the cloud).
  • Knowledge of SAGA/BC.
  • French and/or English, knowledge of Swahili is welcome
