HEKS/EPER employs around 600 full-time staff members. HEKS isseeking a highly qualified Project Manager to lead the implementation of its SORAE project in Kosovo. The selected candidate will ensure strategic coordination, compliance with donor and legal standards, effective consortium management, and adaptive implementation in line with HEKS/EPER’s values and the Swiss Development Cooperation’s requirements.
1. Background
HEKS operates in Kosovo, where it implements a project targeting social inclusion of Roma, Ashkali and Egyptian communities in consortium with VoRAE (Voice of Roma,Ashkali and Egyptians) and Terre des Hommes Kosovo. The organization requires financialexpertise to ensure effectivefinancial management, compliance, and accountability. The Project Manager will play a pivotal role in steering the SORAE Consortium, ensuring strategic coordination, adaptive implementation, and compliance with donor requirements and Kosovo legal frameworks.
2. Purpose of the Assignment
The Project Manager willbe responsible for leading the implementation of the SORAE project, ensuring strategic coordination among Consortium partners, compliance with donor and legal standards, adaptive planning, and high-quality reporting, while fostering collaboration, building partnercapacities, andmaintaining strong relationships withdonor, HEKS/EPER, and other stakeholders.

Your main responsibilities:
Implementation Structure (Consortium):
- Represent HEKS/EPER as the leading partner of the implementing Consortium and represent the project towards SDC and other donors of the SORAE project.
- Ensure an efficient and constructive cooperation within the Consortium by ensuring clear roles and well-functioning and effective meeting structures.
- Organise the administrative management and supervision of the Consortium and ensure compliance with local legal administrative requirements.
- Convene and chair regular (e.g. monthly, quarterly) consortium and steering committee meetings to discuss programme and financial issues, disseminate minutes and follow up on action points.
- Organise annual workshops and reflection spaces for key staff of all consortium partners in cooperation with HEKS/EPER thematic advisors
- Coach and advise Consortium partners in Capacity Building and own organisational development issues.
Project Management
- Strategic and technical steering and overall management of the project as per accepted project document, under the guidance of the project steering committee and in coordination with the Swiss Cooperation Office in Prishtina.
- Analyse and be familiar with the local and national context in the country and region, lead participatory context monitoring and discuss project adaptations with the involved partners at an early stage.
- Consolidate a yearly plan of operations in cooperation with implementing teams, organize and coordinate the implementation of all project activities, monitor performance and coordinate/ exchange with partners.
- Ensure the effective and efficient implementation of the project in compliance with all standards and procedures of the Consortium partners and SDC through participative monitoring, evaluation, learning and steering in close cooperation with the Consortium partners. Include HEKS/EPER’s and TdH’s own or external specialists where needed.
- Prepare documentation for any project modifications, including budget revisions, amendments or extensions. Ensure such changes are made in close consultation with the consortium partners.
- Ensure concise and analytical interim (semi-annual and annual project and financial reports) as well as the annual planning for review by the Consortium Strategic Meetings and the Steering Committee.
- Support partner organisations with an adaptive approach to reach the overall project outcomes, reflecting and adapting their theories of change.
- Ensure appropriate emergency preparedness and response in case of need in the country depending on magnitude, duration and complexity of crisis in close cooperation with the HA team of HEKS/EPER .
- Ensuring that the partners meet all deadlines – otherwise reminding them proactively.
Finances
- Overseeing the financial management of the project in collaboration with the Financial Associate, who provides day-to-day support in reviewing financial reports, budgets, and supporting documents submitted by partner organisations.
- Supporting partner organisations on financial and administrative matters by providing strategic guidance and ensuring effective communication on HEKS/EPER’s financial requirements and compliance standards.
- Ensuring that partners receive training and orientation—delivered with support from the Financial Associate—on HEKS/EPER’s accounting regulations, budget, administration, and reporting guidelines in line with the FFAG.
- Ensuring quality control and consolidation of partner budgets and financial reports, with the Financial Associate conducting initial checks, cross-referencing reports with accounting records and price indices, and flagging issues requiring clarification.
- Together with the Finance Associate, manage and negotiate any budget changes in accordance with donor and HEKS/EPER criteria
- Supervising the monitoring of fund flows between HEKS/EPER HQ and partners, as well as the preparation of financial data for internal and donor reporting, with technical input and verification handled by the Financial Associate.
- Ensuring timely audits of partner organisations according to HEKS/EPER and SDC requirements, reviewing audit reports and ensuring implementation of audit recommendations—with the Financial Associate supporting follow-up and documentation.
- Overseeing financial risk management, ensuring that the Financial Associate applies internal controls, verifies compliance, and monitors adherence to anti-corruption and fraud-prevention policies
- Ensuring that consortium partners fulfil all legal, statutory, and tax-related obligations, with monitoring and initial verification performed by the Financial Associate.
Grants Management and Fundraising
- Proactively engage with donors at local and national level and coordinate donor engagement with Head of Programmes and Fundraisers in Switzerland and at international level.
- Establish and maintain close cooperation with other actors in country, incl. international and local NGOs, businesses, public authorities and research institutions, for joint resource mobilization in consortia.
- Ensure high quality grant management and reporting compliant with donors requirements.
- Coordinate and collaborate with the acquisition and fundraising focal points of HEKS/EPER, TdH and VoRAE
- Ensure the visibility of the project within the country via different suitable channels, ensuring quality and compliance with HEKS standards.
- Expands the donor portfolio of the Consortium by tracking funding opportunities
- Support the partners in joint consortium or individual call for project applications, in line with the project to ensure the needed co-finance.
Leadership, Human Resources, Security Management, and Administration
- Live and implement HEKS/EPER’s mission statement, values, and policies.
- Apply a caring and supporting role, creating an atmosphere of open and constructive dialogue.
- Foster an environment that motivates innovation and creativity.
- Responsible for the overall security and safety management of HEKS/EPER’s staff, operations and assets in country; including responsibility for development, review of and adherence to the country security plan.
Representation, Networking, and Learning
- Represent the project and HEKS/EPER towards the government, the public and other international, regional and local organisations, consortium and networks including the Act Alliances structures.
- Represent HEKS/EPER as employer towards the HEKS/EPER staff in the country (in case of additional staff).
- Encourage networking and exchanges of experience, create connections within the consortium, among partners, grassroots organisations, relevant regional organizations and with governmental bodies.
- Ensure learning and knowledge sharing in country and on Regional/European level and contribute to HEKS/EPER’s global cooperation strategy, policy development and learning, participate in GC Forums and Regional Meetings.
- Lead the drafting and dissemination of position papers, statements, reports and other project related or thematic related communication materials
- Provide relevant information and communication materials to HEKS/EPER and Consortium Partner’s Communications on request and on own initiative.
To be successful you bring:
- Academic degree (Master or equivalent) in social/economic studies, finance, development studies and/or related field. Experience working in Roma inclusion is considered an asset.
- At least 8 years of experience in managing and coordinating interventions of a comparable size (at least EUR 1mio annually) and scope in social inclusion, policy development, systemic interventions, civil society strengthening or other related fields.
- Demonstrated ability to engage in multi-stakeholder negotiations and collaborations.
- Strong managerial skills, including agile and results-oriented management, strategic planning, and financial management skills.
- Experience in organisational development and coaching and mentoring local teams with diverse professional backgrounds.
- Strong analytical skills and capacity to think systemically.
- Strong interpersonal, intercultural and communication skills.
- Fluency in English and Albanian (written and oral) is a must; knowledge of Serbian is an asset.
- Strong commitment to a Human right based approach and HEKS/EPER’s values and strategy.
