HEKS/EPER employs around 600 full-time staff members. Its work is guided by the vision of a just world where peace prevails, the dignity of all people is respected, and natural resources are preserved. HEKS is seeking a highly qualified Financial Associate to support its operations in Kosovo. This position is open to individuals who can offer expertise in financial management, compliance, and reporting. 

The selected candidate will be responsible for overseeing financial management functions in compliance with international accounting standards, donor regulations, and local financial laws.

1. Background

HEKS operates in Kosovo, where it implements a project targeting social inclusion of Roma, Ashkali and Egyptian communities in consortium with VoRAE (Voice of Roma, Ashkali and Egyptians) and Terre des Hommes Kosovo. The organization requires financial expertise to ensure effective financial management, compliance, and accountability. The Financial Officer will play a crucial role in maintaining financial integrity and ensuring adherence to donor regulations and Kosovo laws.

2. Purpose of the Assignment

The Financial Associate will oversee the financial management of the HEKS Kosovo Country Office, ensuring accurate and timely financial reporting, compliance with local and international regulations, and efficient budgetary management. The role includes providing financial guidance, working with partners to ensure adherence to donor and HEKS policies, and maintaining internal controls.

Your main responsibilities:

Financial Management,  Reporting, Capacity-building and Advisory
  • Prepare and maintain financial statements, reports, and records in accordance with international accounting standards and organizational policies.
  • Develop and manage budgets, ensuring alignment with project activities and donor requirements.
  • Oversee cash flow management, including bank reconciliations and fund transfers.
  • Ensure timely and accurate submission of financial reports to donors, HEKS Global Office, and regulatory bodies.
  • Monitor financial transactions and ensure proper documentation and classification.
  • Conduct financial analysis to support decision-making and strategic planning.
  • Depending on needs, provide guidance and training to partner organizations’ financial staff
  • Offer strategic financial advice to the HEKS Project Manager.
  • Support project proposal development by reviewing budget forecasts and financial planning by Consortium.
Compliance & Internal Controls
  • Ensure compliance with Kosovo financial regulations, tax laws, statutory and legal requirements.
  • Implement and monitor internal financial controls to prevent fraud, mismanagement, and inefficiencies.
  • Maintain transparent financial practices in accordance with donor and HEKS policies.
  • Support internal and external audit processes and implement recommended improvements.
Procurement and Financial Oversight
  • Review, consolidate, and submit annual and semi-annual financial reports to donors and HEKS HQ.
  • Conduct on-site financial monitoring of partner organizations at least four times per year.
  • Review, check, and finalize partner budgets, verifying them against cost benchmarks and project needs.
  • Identify problems and risks in financial reports and work with partners to resolve them.
  • Ensure that the Country Office and partners meet financial deadlines.
  • Assess new partners regarding their financial and administrative capacities.
  • Ensure that financial transactions comply with procurement guidelines and budget allocations.
Payroll & Human Resources Support
  • Oversee payroll processing, including tax deductions and other related tasks and functions as required.
  • Ensure compliance with labor laws.

To be successful you bring:

  • University degree in Finance, Accounting, Economics, or a related field.
  • Professional accounting qualification (e.g., ACCA, CPA) is preferred.
  • At least five (5) years of experience in financial management, preferably within the NGO sector.
  • Knowledge of international donor requirements, including EU, UN, and USAID financial regulations.
  • Experience with financial management software (e.g., QuickBooks, SAP, or equivalent).
  • Strong understanding of Kosovo’s tax laws and financial reporting requirements.
  • Proven ability to conduct financial analysis and produce high-quality reports.
  • Fluency in English and Albanian is required.
  • Strong communication, leadership, and problem-solving skills.
  • The position is open to Kosovo residents.
