HEKS/EPER employs around 600 full-time staff members. Its work is guided by the vision of a just world where peace prevails, the dignity of all people is respected, and natural resources are preserved. HEKS/EPER is active in 25 locations in Switzerland and 30 countries worldwide, running more than 380 programmes and projects with a total volume of 138 million Swiss francs. Within the framework of Agenda 2030, the organisation focuses on four priority themes: "Climate Justice," "Right to Land and Food," "Asylum and Migration," and "Inclusion." HEKS/EPER also provides humanitarian aid to victims of natural disasters and armed conflicts, aiming to bring about change at the social, economic, and political levels. HEKS/EPER contributes to improving the living conditions of people both domestically and internationally, advocating for their rights. It raises awareness and mobilises society, politics, business, and churches. In 2023, around 16 million people benefited from the work of HEKS/EPER.
In Moldova HEKS/EPER implements Humanitarian Aid Projects in response to the Ukrainian crisis and with Ukrainian refugees including interventions for the Host Community. The focus of these projects is on social cohesion, cash assistance, Livelihoods, MHPSS, and education. Projects are mostly implemented through partner organisations. HEKS/EPER manages this programme from a country office located in Chisinau.
The position will be based in Chisinau, with travels inside Moldova and in the region.

Your main responsibilities:
- Lead the conceptualization and implementation of the humanitarian aid programme in Moldova in line with HEKS/EPER’s strategy.
- Assume full responsibility for HEKS/EPER Interventions of the Humanitarian Aid Department in Moldova and report directly to the Desk Officer Humanitarian Aid at HQ.
- Organise the administrative management and supervision of the Coordination Office (CO) and ensure compliance with local legal administrative requirements.
- Ensure high quality project proposals and support institutional and capacity development of HEKS/EPER and partner organisations.
- Assume final responsibility for the finances of the Coordination Office (CO) and the projects according to internal guidelines.
- Assume the HR management of staff members in Chisinau according to our values.
- Ensure the growth of the HEKS/EPER programme through acquisition and develop and implement an acquisition strategy based on the donor landscape.
- Responsible for the development and implementation of local security plans and the security management.
- Represent HEKS/EPER Humanitarian Aid Moldova and develop an extensive network and strong relationships with key national authorities and humanitarian actors as well as ensure our visibility.
- Ensure a good coordination, support and look for synergies with HEKS/EPER’s other programme in the region.
To be successful you bring:
- Relevant university degree at Master’s level or other relevant experience.
- Proven track record of leading teams.
- Minimum 5 years’ work experience at senior management level in designing, managing and implementing internationally financed cooperation projects.
- Programming experience in the fields of social cohesion, livelihoods, MHPSS & cash transfers.
- Applied knowledge in PCM incl. in programme design & successful proposal development.
- Track record in successful acquisition and implementation of internationally funded projects (in consortia, through partner organisations and self-implemented).
- Profound knowledge of Humanitarian Aid and the regional context.
- Strong commitment to Humanitarian Principles and HEKS/EPER’s values and strategy.
- Proven will and skill to coordinate and to work in cooperation and consortiums with other agencies and state authorities.
- Excellent analytical, conceptual and writing skills.
- Excellent written and spoken English language skills with demonstrable experience producing quality proposals and reports in English.
